GENERAL ARGUMENT: A certain relationship between two variables in the past can be stated as a general rule, and used to support predictions.

TEXT: "To keep employment rates level, the European Union must produce 2% more a year".

Not shown in the chart (but part of the argument) "Since growth ... will be lower this year, employment will presumably decline".

COMMENTS:

• The annotation in the second chart provides the values for the sub-aggregate youth-rate, indicating that youth unemployment follows the same trend as unemployment in general.
