Senior sources at the Department of Employment believe that the parliamentary timetable will not allow for another tranche of union legislation before the election, due in 1992 at the latest. 
It is also thought that ministers are now aware that they have exhausted the political mileage to be <tag "515647">derived</> from `union bashing" and will be keen to soften their image by emphasising the Government's achievements in `employee participation".
